You want to start Micropedia in language other than Polish. So...
Talk with Admin
First you need to talk with Polish Micropedia Admin - Muggler. Here is him Discussion page.
Logo
So you have Admin's permission. Than you need Logo for your Micro. You should change existing Micropedia logo. If you couldn't - Muggler can help you.
Language and Logo
